STANDING RULES

(Revised February 10, 2021)

1. OFFICERS, BOARD AND GENERAL MEETINGS

A. Board. members. shall serve for a term of one year, or until their successors are elected.

B. All board members shall attend a minimum of six (6) board and six (6) general meetings during their elected year. Failure to attend three (3) consecutive meetings without adequate excuse to either the President or Membership Chairman shall result in board action to remove the member from office. The only excused absence for board members for three (3) consecutive board meetings shall be hospitalization.

C. The immediate past president shall serve on the Board of Directors as an ex-officio, non-voting member unless serving in an elected position.

D. All meetings, general, board, and special must be taped, and that tape not erased until minutes/reports are read and approved

E. The board may approve expenditures of no more than $750.00 at each

F. Signers on the bank account, or any contract shall not be related by blood or marriage or reside in the same household as the financial officers and/or signers on some.

G. A written quote of potential costs must be submitted to the Board of Directors for approval prior to commitment.

H. All requests for substantial expenditures, e.g. Scholarships, donations, purchases, seminars, etc. must first be submitted to the Board so that availability of funds can be determined.

I. In order to receive reimbursement all bills for events must be turned in within thirty (30) days from the date of the event, or as approved by the Board of Directors.

J. In lieu of speaker's fee or travel expenses the club will purchase meals for one club representative and the speakers) and guest, not to exceed $25.00 per person.

K. For purposes of nominations for office the time frame to attend the six (6) meetings shall go from December 1st to November 30th of any given year.

 

2. MEMBERSHIP

A. Roll call will be taken at all meetings or a sign in sheet will suffice.

B. The Membership Chairman shall receive all applications for membership furnish each prospective new member with a copy of the Constitution, By-Laws and Code of Ethics in writing or electronically (for those who opted in) message. A copy of each application will be given to the Recording Secretary, Corresponding Secretary and Treasurer. The Membership Chairman will read all the applications at the first and second general membership meeting after their receipt when applicants are in attendance. Applicants will be voted on at the third meeting at which they are in attendance. The Membership Chairman will notify the applicants of the result of the membership vote by mail or email.

C. All applications for membership, new or reinstated shall be published in the Almanac or in the minutes, along with address, breeds) of dogs, sponsors, phone number and the date of application. Applicants shall sign the Application Form, the Code of Ethics and establish membership eligibility within six months from their application date.

D. AVKC dues per year are as follows:

(1) Household Membership - $30.00 (2 adults)

(2) Individual Membership - $25.00 (anyone over 18 years of age)

(3) Junior Membership - $1.00 (10 years and under 18 years)

 

3. CHARITY

A. The President shall appoint a Sunshine Chairman to dispense Sympathy or cheer, as follows:

(1) For club members in hospital for illness or surgery, not to exceed $75.00.

(2) For club member's funeral $100.00 may be used for flowers or a donation to any organization of the family's choice.

(3) For club member's weddings, babies, illness not requiring hospitalization and members immediate family for any of the above an appropriate card. Income from donations (other than trophy), brags and raffles will be used to finance the above.

B. Club will sponsor awards for Antelope valley Fair 4H Dog Show in amount not to exceed $400.00.

C. Charitable donations and scholarships are to be dog related.

 

4. AKC DELEGATE

A. At the discretion of the Board of Directors a candidate/s may be nominated for the position of AKC Delegate.

B. The AKC delegate shall meet the following criteria:

(1)Shall be a member in good standing.

(2)Must be available to attend AKC delegate meetings

(3)Club shall pay actual expenses approved by the Board in accordance with the budget.

(4)The delegate must report to the membership before and after each AKC Delegate meeting.

 

5. SHOWS

A. A Show Chairman, Assistant-Chairman and grounds for shows will be chosen at least tree (3) years in advance to facilitate hiring judges, etc.

B. The judges dinner is for the judges, club member and applicants as long as they are not exhibiting the next day. Guests may attend if they are not exhibiting at the Show, and will be charged the actual price of the dinner.

C. All visiting judges, all club members and applicants working at the show and others approved by the Show Chairman will be given lunch.

D. Medallions are to be awarded for every BOB and BOS regardless of entry and including those breeds for which other trophies have been sponsored.

E. The club will provide a uniform jacket for working show committee members. Jackets will be returned to the club trailer after each show to be maintained by Properties Chairman, for the use of other members of the show committee.

F. Club members working at the May and Fall shows will be reimbursed for one night at a club approved hotel, or the equivalent of one nights parking fee or mileage to and from the show based on current IRS mileage allowance subject to Board approval.

G. One (1) free catalog will be given to one household member working at the show.

H. Dogs owned or co-owned by the President or Show Chairman or Assistant Show Chairman of AVKC or their immediate family may not be enter, exhibit or handle at AVKC shows. This restriction also includes ring stewards, photographers, veterinarians and show employees.

I. Suggestions for judges' panel should be solicited by the Show Chairman at no less than three (3) general meetings.

J. AVKC will furnish three (3) Rosettes for placement in Speciality Shows and three (3) Rosettes for placement in Support entires.

K. Judges shall have a five (5) month restriction prior to the fall and Mission Circuit shows before they are approved to judge.

L. Judges requesting a Club Medallion will be given one.

M. Club shall reimburse $1.50 per mile, plus gas, to whomever tows the club trailer to and from shows, matches, or other club functions.

N. Trophy donations shall be solicited and paid for prior to the Superintendents deadline for inclusion in the Premium Lists and Catalogs.

O. Club members who serve as judges or ring stewards at AVKC shows will receive no fee.

 

6. MISCELLANEOUS

A. Reservation deposits for an amount to be determined by the hospitality chairman and the board will be required for all dinners. In those cases where a reservation is not cancelled before the deadline date, and the party does not attend, the full amount of the deposit will be retained by the club.

B. When club equipment comes up for sale an announcement will be made via email or mail and closed bids accepted.

C. If we publish an Almanac the editor is answerable to the Board for the Almanac's content.

D. There shall be a "no loan or rental" policy on club equipment.

E. The club shall provide reimbursement of the current IRS mileage allowance for non-profit organization for conformation or obedience instructors' actual mileage.

F. Any member representing AVKC at venues approved by the membership, shall be reimbursed for reasonable expenses approved by the Board.

G. The Delegate to any organization who represents AVKC shall henceforth be elected to membership and is required to report back to the membership.

H. Delegate expenses, other than those for the AKC Delegate, shall be a predetermined amount. The amount shall be set by the Board.

I. All request for funds shall be made and paid, only at regular membership or board meetings and only upon presentation of proper receipts or invoices. Budgeted operation expenses for AVKC events may be paid at the event.

 

7. ANNUAL AWARDS

The club shall bear the cost of an annual awards dinner including dinner and awards for each member wishing to attend, or that turns in an award form. The awards shall run from the first day o March through the last day of February. Awards shall be provided for (with a limit of one (1) award for positions A through H).

A. All Officers, Board members, AKC Delegate, Conformation/Obedience Class leaders, Public Education Chairman, other Chairman and delegates to other organizations

B. Each Show Chairman

C. Each Match Chairman

D. Properties Chairman

E. Almanac Editor

F. Publicity Chairman

G. Membership Chairman

H. Website Manager

I. Member Of The Year Award: At the January general meeting the membership shall nominate by ballot not more than one (1) member for the Member of the Year Award, which honors a member who has given outstanding service to the club while adhering to the Code of Ethics. Any ties shall be re-voted at the February general meeting.

J. All wins/titles submitted for awards must be earned while a member of the club.

K. All Show Champion titles (AKC and Foreign).

L. Field Champion/Amateur Field Champion (AKC and Foreign).

M. OTCH and Performance Event Champions (AKC and Foreign).

N. All performance titles (AKC and Foreign).

O. Best in Show winners and Reserve Best in Show winners (AKC and Foreign).

P. Group 1 winners (AKC and Foreign).

Q. High in Trial winners (AKC and Foreign).

R. National Club Specialities.

S. National Field Champion.

T. National Amateur Field Champion.

U. One plaque per lifetime of dog with engraved plates for subsequent year's achievements.

V. Breeders Plaque: For those dogs bred by a club member or for any titles above, whether or not they are owned by the breeder.

W. JUNIOR AWARDS: An annual award shall be given to the Best Junior Handler and Reserve Junior Handler according to the records compiled by the Award Chairman, as submitted in writing by the Junior member. Best Junior award shall be an 8" x 10" engraved plaque. Best Reserve Junior award shall be a 5" x 7" engraved plaque. Any junior member who submits an awards application shall receive an 8" x 10" Certificate of Participation. Junior awards shall be given in addition to any annual awards for which the junior member may be eligible. The junior member is not required to own he dog/s, but must handle the dog/s to all wins submitted for this award. Points may be accrued from more than one dog as the award is the Juniors award. All wins, AKC or their Foreign equivalent, shall be counted. The Best Junior and Best Reserve Junior shall be determine by a compilation of points based the following scale.

X. To protect the privacy of the Antelope Valley Kennel Club members, Membership rosters are for members only and must not be shared.

8. STANDING RULES

Standing rules may be established or changed by a simple majority of the voting Membership at the general meeting following publication via email or mail on the proposed changes) or additions.
